{"id":4066,"date":"2020-09-22T09:01:28","date_gmt":"2020-09-22T17:01:28","guid":{"rendered":"https:\/\/abilitytools.org\/blog\/?p=4066"},"modified":"2020-09-22T12:08:55","modified_gmt":"2020-09-22T20:08:55","slug":"my-path-to-accessible-voting-in-november-2020","status":"publish","type":"post","link":"https:\/\/abilitytools.org\/blog\/my-path-to-accessible-voting-in-november-2020\/","title":{"rendered":"My Path to Accessible Voting in November 2020"},"content":{"rendered":"\n<p>In honor of <a href=\"https:\/\/nationalvoterregistrationday.org\/\">National Voter Registration Day<\/a>, Where it&#8217;s AT would like to reflect on the particular experiences voters with disabilities have when &#8220;going&#8221; to the polls, whether &#8220;going&#8221; to the polls means physically visiting a polling place, voting by mail, or any of the new emerging options. As our country progresses toward utilizing necessary technology to meet accessibility and safety needs, it contends with ensuring that every voter has the ability to have their voice heard on election day. <\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"512\" src=\"https:\/\/abilitytools.org\/blog\/wp-content\/uploads\/2020\/09\/Voting-by-mail-v2.png\" alt=\"An older gentleman putting an absentee ballot in a mailbox. The first time I&nbsp;read&nbsp;Justin Dart\u2019s famous, if ominous, words&nbsp;on a poster at&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/www.ril-sacramento.org\/\" target=\"_blank\">Resources for Independent Living<\/a>, \u201cVote, as if your life depends on it \u2014 because it does,\u201d I was moved.&nbsp;(And so was Beyonc\u00e9 at the BET awards \u2014&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/youtu.be\/2DA9WwGHsAs?t=27\" target=\"_blank\">check this out!<\/a>)&nbsp;I was still in the early days of my independent living journey, but these words affected me profoundly.&nbsp;(<a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=qDPC2qHO-74\" target=\"_blank\">Here\u2019s a great video from the&nbsp;YO! Disabled &amp; Proud archives about Justin Dart and his legacy!<\/a>)&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/abilitytools.org\/blog\/wp-content\/uploads\/2020\/09\/Justin-Dart-Vote.jpg\" alt=\"A square graphic, with an image on the left of Justin Dart. I knew it was part of my civic duty. I know that I voted in the first election I was eligible to do so. I was in Texas at the time, and I was completely reliant on my parents for transportation. If my memory is correct, I also needed their assistance in physically accessing and marking my ballot. So, transportation was one barrier to voting. The second was the act of actually\u2026 Voting.&nbsp;I believe I voted in Texas no more than twice.&nbsp;<br><br>When I moved to Sacramento, California in 2001, the first barrier that I conquered was transportation. Thanks to public transportation, I was given the freedom of travel in a way that I had not previously known. I knew that barrier to voting was conquered. (Also, did you know that&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201520160SB450\" target=\"_blank\">California\u2019s Voters Choice Act, SB 450<\/a>, requires vote centers to be located near public transportation? While only certain counties have adopted the \u201cvote center model\u201d outlined in SB 450, its impact will eventually be statewide.&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/voterschoice.org\/\" target=\"_blank\">Find out more about the Voters Choice Act here.<\/a>)&nbsp;<br><br>But how was I going to vote? To be completely honest, I was not at all certain. I had been told it was my \u201cright,\u201d so I went with the assumption that I would figure it out when I got there.&nbsp;It&nbsp;wasn\u2019t&nbsp;the first time that I had to just charge ahead and figure things out \u2014 had I not been willing to do so, I would not have been in Sacramento in the first place. (But&nbsp;that\u2019s&nbsp;a much longer story for another time\u2026)&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>I fully realized just how linked voting is to everyday life.<\/p><\/blockquote>\n\n\n\n<p style=\"background-color:#fff0f4\" class=\"has-background\"><a rel=\"noreferrer noopener\" href=\"https:\/\/elections.saccounty.net\/Pages\/default.aspx\" target=\"_blank\">Sacramento County\u2019s Voter Registration and Elections website<\/a>&nbsp;has me listed as \u201cVoted by Absentee Ballot\u201d in October 2003 for a Statewide Special Election (the infamous recall election!) \u2014 I noticed that my voting&nbsp;frequency improves over time. In March 2004, I voted in person for the first time in California.&nbsp;<br><br>To be completely honest, I&nbsp;don\u2019t&nbsp;remember it being easy. There was an \u201caccessible\u201d&nbsp;voting machine. It was in the corner, sitting unused. I remember the poll workers being friendly enough, but mostly unfamiliar with this device.&nbsp;While almost everyone else was in and out of the polling place in 15 minutes, it took almost twice that long for poll workers to set up the accessible ballot marking device. Luckily, the device was within my reach, although I did have to stretch quite a bit. It&nbsp;wasn\u2019t&nbsp;easy!&nbsp;<br><br>Over time, I gained confidence both in voting and in life. By the time that I participated in Occupy Sacramento in 2011, I fully realized just how linked voting is to everyday life. (Yes,&nbsp;there\u2019s&nbsp;more to civic participation than just voting, but&nbsp;the outcomes of elections can&nbsp;have&nbsp;profound&nbsp;effects\u2026 Remember the recall election I mentioned earlier?) (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.sos.ca.gov\/elections\/ovsta\/frequently-requested-information\/voting-systems-used-counties\/how-use-your-countys-voting-system\" target=\"_blank\">Here\u2019s a list of voting systems, along with important information on how to use them, arranged by county.<\/a>)&nbsp;For me in Sacramento County, the Voters Choice Act has been transformational.&nbsp;<br><br>I am now on the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/elections.saccounty.net\/Pages\/Voting-Accessibility-Advisory-Committee.aspx\" target=\"_blank\">Sacramento County Voter Accessibility Advisory Committee<\/a>, a position I obtained after joining RIL as Director of Advocacy. I am also leading the&nbsp;DOnetwork\u2019s&nbsp;disability voting access work. (<a rel=\"noreferrer noopener\" href=\"http:\/\/disabilityorganizing.net\/training-events\/training-library.php\" target=\"_blank\">We have a series of webinars available here.<\/a>) Neither of these would have been possible without the underlying access \u2014 accessible voting machines and public transportation.&nbsp;<br><br>In 2020,&nbsp;we\u2019ve&nbsp;entered&nbsp;the age of the COVID-19 pandemic. I will not be voting the same way this year. For me, as an immunocompromised person, voting in person is not a health risk&nbsp;I\u2019m&nbsp;willing to take.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>I will be using the Remote Accessible&nbsp;Vote-By-Mail&#8230; all I will need to do is send an email or call to request a link to my ballot.<\/p><\/blockquote>\n\n\n\n<p style=\"background-color:#fff0f4\" class=\"has-background\">Instead,&nbsp;I\u2019m&nbsp;going to take advantage of California\u2019s Vote-By-Mail expansion. This year, I will be using the Remote Accessible&nbsp;Vote-By-Mail&nbsp;(known by the unfortunate acronym RAVBM or just AVBM) system. This means I will follow the instructions on Sacramento County\u2019s Voter Registration and Elections&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/elections.saccounty.net\/Pages\/accessiblevbm.aspx\" target=\"_blank\">\u201cAccessible Vote By Mail\u201d website<\/a>&nbsp;\u2014 all I will need to do is send an email or call to request a link to my ballot. (<a rel=\"noreferrer noopener\" href=\"https:\/\/sites.omniballot.us\/06067\/demo\/app\/home?pid=2\" target=\"_blank\">They have a really cool demo site available here.<\/a>&nbsp;Note that you cannot actually mark a ballot or vote from this link.)&nbsp;<br><br>But&nbsp;that\u2019s&nbsp;just the decision I\u2019m making for me. I know that if I wanted to vote in person, I would have a fully accessible experience at a vote center.&nbsp;I also know that the polling places will have educated workers doing everything they can, including use of Personal Protective Equipment (PPE), such as masks,&nbsp;gloves,&nbsp;and strict cleaning protocols.&nbsp;I know that&nbsp;if I have any trouble voting, I can call the Voter Registration and Elections Office, and you can too.&nbsp;<br><br>If you&nbsp;haven\u2019t&nbsp;yet done so, I encourage you to Google \u201c[your county name] elections office,\u201d and search for in-person and Remote Accessible Vote-By-Mail options. Research your options,&nbsp;don\u2019t&nbsp;hesitate to call your county elections office if you have questions.&nbsp;<br><br>If&nbsp;there\u2019s&nbsp;something you\u2019re still feeling uncertain of, I\u2019m more than happy to help with a little research. This is all new territory for a lot of us, but&nbsp;it\u2019s&nbsp;also a time of creative use of technology.
